This is a daily record of the proceedings of Congress from the 43rd Congress, 1874, to date. There is a separate index volume for each session of Congress. Since there are two editions of the Congressional Record (the daily edition and the permanent edition), it is important to ascertain which edition is being cited, since the pagination differs.
Texts of bills and resolutions are not usually reported in the Congressional Record. There are separate issues which include a section on the "History of Bills and Resolutions." for 1954-1967 the appendices to the Congressional Record were not included in the permanent edition but are available separately on microfilm 432. Starting with the 95th Congress, 1977, the permanent edition is available on microfiche in the microforms area.  Govt Docs X
