This is VERY IMPORTANT--all consulates are different, but you may only apply to the consulate with jurisdiction over your permanent address or, in some cases, with jurisdiction over your school address. Think about where you will be when you will be applying (at school, at home, interning in DC...) and think about which consulate of the two possible options offers greater ease and flexibility. Consider whether or not the consulate requires a personal appearance, a police record, apostilles on the documents, etc. If we haven't already discussed this, now is the time, so please don't hesitate to call or stop by and we can figure it out together. If you incorrectly list the consulate through which you will apply, the information from the university will go to the wrong consulate and you will not be able to apply for a visa--it is very important that you get this right the first time.
