Environmental Council Meeting Minutes
March 14, 2001

Absent: George McPhail, Nan Jenks-Jay, Mike Snow

1. Minutes from February 28, 2001 were approved.

2. Council Business:
A. Earth Day Events:
The trail work day is being planned for Saturday, April 21. David Orr has yet to get back to the Council with a definite decision about speaking at Middlebury. The sub- committee is planning a back-up event if we don't have a speaker. The event will be a panel on the health effects of global warming which may include Rich Wolfson, Paul Bortz from Spirit in Nature, and Kathleen Ready from Health Services. The panel is being tentatively planned for April 18. Either the panel or speaker will be advertised via chalked advertisements.
B. Greenhouse Gas Emissions Inventory :
Mike Snow is working on the calculations for the inventory. The Council discussed the question, "What does calculating a number really do for us?" There is a fear that some factors may get lost in choosing to look at particular data. The inventory will create a benchmark and will be something to base recommendations on. Statistics help justify implementation and act as an indicator.
C. Environmental Peak List :
The Peak Sub-Committee is done with adding to the Sustainable Campus list. Now the list must be compiled and shared with the entire Council. Eric requests that we add a statement on the importance of continuing commitment on outdoor programs.

3.State of the Environment :
A. History and Purpose:
Kathy Morse explained that the original State of the Environment Report came out in 1998, as one of the recommendations from Pathways to a Green Campus. It is time to do another State of the Environment report, and we will be collecting data up to the year 2000. This year, there is a request to focus the report on the college's greenhouse gas emissions, and the Council agrees with this request. Last time the report came out it was not widely disseminated. This time around, the Council should look into using the report at orientation programs and developing a system so that all new students are required to be familiar with the report. Questions about the data could go out to listserves and focus groups, as well.
B.Format:
The last report was published in a rather uninteresting document format. Perhaps this time, a graphics designer could develop a more interesting looking document. Also, the document could be put onto the web. A Council member suggests having a photo of the college without the smokestack on the cover.
C. Categories:
      Energy and Water (Assigned to George and Ben):
      George McPhail and Jon Woodbury in Facilities Management are the contacts for most of the information. Central Vermont Public Service at 800-649-2877 can give information on the utility mix. Amy has information for1999.
      New Building & Construction/Development (Assigned to Amy, Tim)
      Amy Seif and Tom McGinn in Facilities Planning are the contacts. This section will include work of the Project Review Committee.
      Awareness & Education (Assigned to Kaitlin)
      Amy Seif is the source for outreach and orientation information. Janet Wiseman is the source for Environmental Studies related programs. Student Activities is the source for information on student organizations.
      Transportation (Assigned to Krista and Eric)
      Lisa Boudah in Security would have information on registrations and violations. Krista Siringo may have information in her Parking Study Committee file. Other sources of information would be Becky Brodigan and Tom McGinn in Facilities Planning or George Whitney in Operations.
      Recycling and Composting (Assigned to Story)
      Norm Cushman in Facilities Management would have all the data. Missy Beckwith in Recycling could provide other information.
      Greenhouse Gas Emissions Inventory (Assigned to Mike)
      Mike is almost done with the calculations for 1999. We will also want to look at a past year, perhaps 1990.
      Purchasing (Assigned to Brittany and Charlie)
      Since the focus is greenhouse gas emissions, we can focus on where our products are coming from due to the transportation costs. Charlie Sargent in Dining would have information on where food comes from. Skip Brush in Purchasing would be the contact for all other purchases.
      Investing (Assigned to Pete and Caitlin)
      Dereck Hammel in the Treasurer's Office is the contact.
      College Lands (Assigned to Kaitlin)
      Amy Seif has information on protected lands and the new certification of the college's forest lands. Steve Weber, the College Forester, would have other data.
    1. Toxics(Not Assigned)
      A recent inventory was done by consultants, Ed Sullivan in Human Resources would have the information.
    D. Process:
    Amy will create an Ocelot file where all information for the report can be placed. The deadline for gathering the data is May 2, 2001.

4. Other Business:
A. SGA Rep: Tim will be the Environmental Council representative to the SGA
B. EQ's Transportation Proposal: Tim, Eric, Kaitlin and Caitlin will all try to be at the Thursday night meeting on EQ's new proposal for registration fees and alternative transportation options.

5. Sub-Committees Met:
The Events Sub-Committee met to discuss Earth Day.
