Primary Purpose

The Assistant Controller has broad responsibility for institutional tax administration, grants and contracts accounting, and College operational reviews.

Responsibilities

Works cooperatively with others and accepts direction from supervisors.

The Assistant Controller has overall accountability and responsibility for institutional tax administration.  This responsibility includes the timely and accurate preparation of IRS Forms 990 and 990-T and related filings; international tax filings; tax advice and guidance on international workers, IRS Forms 1042-S, W-2, 1099, 941,1098-T and related reporting, charitable gift annuities, and limited partnership investments.  The Assistant Controller is the point person on all IRS and tax authority inquiries and as such is the College representative to the IRS and tax authorities.


 


The Assistant Controller has overall responsibility for grants and contracts accounting; grants and contracts billing and collections; proper recording of fringe benefits and indirect expense recovery; preparation and negotiation of the indirect cost and fringe benefits proposals with the requisite agency.  The Assistant Controller, in collaboration with the Associate Controller, has overall responsibility and accountability for the timely completion of the fiscal audit and the A-133 audit, as it pertains to Grants and Contracts.


 


The Assistant Controller, at times and in collaboration with Controller's staff, may be called upon to conduct operational review of various College business and service units.


 


B.  SPECIFIC DUTIES: The duties that are performed and the approximate percentage of time devoted to each annually.


 


 


50%  Timely and accurate filing of institutional tax returns.  Provide tax advice and counsel to


  faculty, staff and students.  Provide oversight to institutional tax reporting. 


 


 


 


30%    Administration of the grants and contracts accounting function.


 


 


 


10%   The Assistant Controller will conduct operational reviews of various College business and service units.


 


 


 


10%    The Assistant Controller will manage special projects as directed by the Controller.

Collaborate with Human Resources/Payroll to correct defects and ensure quality in the HR/Payroll process.


 


 


Office of Sponsored Projects


 


 


Provide information related to grants and contracts (extensions, financial reports, etc.)


 


 

Education & Training

Bachelor's degree in accounting, business, finance, or other related field, plus professional certifications (CPA, CMA, CIA, etc.) or graduate degree in business or finance.  A thorough working knowledge of tax regulations, grants and contracts and higher education accounting principles, A21, A133 and related regulations governing federal grants and contracts.

Experience

Five or more years management experience in a business environment with significant interpersonal contacts requiring independent professional judgment; Higher Education finance, taxes, and grants and contracts accounting; BANNER Finance and project management; Microcomputer operations including database, spreadsheet and word processing.

Knowledge

Strong verbal and written communications skills; ability to articulate strategies and implement policies; budget management; demonstrated ability to organize information, time and widely disparate priorities and complex issues so as to accomplish multiple, on-going and unrelated time critical tasks.

Other

EQUIPMENT/MACHINERY USED: All normal office equipment including microcomputers.


 


 


PHYSICAL REQUIREMENT: Good health, physically able to access all areas of the campus, both for routine visits and during emergency incidents.


 


 


 


The Assistant Controller is a key person on the Controller's management team that is responsible for institutional tax administration, grants and contracts accounting, and operational reviews.  Accordingly, the Assistant Controller must have well-developed interpersonal and human behavior skills to communicate effectively the importance of adhering to tax laws and regulations, policies and regulations governing grants and contracts, and operational reviews.  Also it is important to gain the cooperation of the many diverse departments in order to coordinate efforts to accomplish the goal of streamlining processes, and providing exceptional service to constituents.


 


The Assistant Controller comes in contact with many different personalities and types of people.  The goodwill of the College must be reflected to all who come in contact with the Assistant Controller, while utilizing appropriate measures to preserve the College's rights, resources, financial integrity and reputation in every instance.  The Assistant Controller is routinely involved in highly sensitive matters; errors in judgment could adversely affect the financial integrity and the reputation of the College.
