Primary Purpose

Administers, oversees, and assume all responsibility for the maintenance, operation, minor construction, renovation and repair activities of the Facilities Services Department, including all main campus and Bread Loaf facilities, landscape areas, athletic surfaces, and Central Heating Plant. Represent and support the Facilities Services organization to all levels of the College community.

Responsibilities

Works cooperatively with others and accepts direction from supervisors.

Human Resources

Establishes level of service for the entire department.

*Supervision and evaluation of approximately 200 professional, hourly, and seasonal staff who provide a wide variety of services on a 365 day – 24 hour a day basis.

*Manage the logistics required of the above operations. Develop and implement scheduling to insure delivery of services to customers on a timely basis.

*Hire, direct and evaluate professional staff. Maintain employee records.

*Establish staffing levels and departmental structures as required. Prepare incremental staffing requests and prepare related written materials for realignment of work groups.

*Develop and implement long and short-term departmental strategies, policies, procedures and standards.

*Promote organizational teamwork, participative management, customer service, and collaborative problem solving.

*Interpret policies, establish organizational direction, strategic goals and objectives.

*Provide guidance for complex issues, work management and resource management.

*Communicate effectively and appropriately, verbally and in writing, with individuals of extremely diverse backgrounds and large groups. Occasional public presentations required. Ability to listen and consider the views of others. Facilitate group meetings.

Establish and implement staff training programs.

Operations/Business Management

*Oversee building maintenance, custodial services, landscape maintenance, utility systems generation and distribution, energy management, and major and minor building repairs and renovations.

*Inspect campus facilities, prepare work orders, schedule contracted services, coordinate work projects, coordinate operations with other departments, and inspect completed projects.

Review of project design documents for maintainability, reliability, system design, and energy consumption.

*Design review, cost estimation, and management for renovation/construction projects.

*Insure standardization of materials and equipment for construction/renovation projects.

*Facilities Services liaison for capital construction/renovation projects as required.

*Prepare annual and forecast long-term capital expenditure budget for Facilities Services Department.

*Prepare and administer budget for the operation and maintenance of all campus facilities. Establish and implement fiscal control, review staff purchases and requests, budget planning, and data gathering procedures.

*Work with other College departments by reviewing requests for services, new equipment and renovations.

Serve on selected governance and event committees, i.e., Commencement. Attend major weekend events to ensure adequate support.

*Develop plans and staffing levels and oversee the delivery of Facilities Services support services for major campus events, i.e., Commencement.

*Computer skills including Microsoft Word, Excel, Outlook, Netscape.

Oversee maintenance of related departmental inventories for equipment, vehicles, and materials.

*Ensure compliance with relevant local, State, and Federal codes.

*Collects data and information; maintains records and plans; generates reports; prepares long-range plans; and makes recommendations as required.

Education & Training

Bachelor’s Degree in architecture, engineering, or similar degree supplemented with extensive managerial experience is required. Registration as a Professional Engineer and/or Master’s Degree in Business Management preferred.

Experience

Ten years of progressively responsible professional experience, a portion of which is in a higher education multi-building environment. Broad based and fully developed management experience, with a demonstrated record in directing service, operations, finance and human resources functions. Extensive knowledge of methods, equipment, and personnel management is required. Experience with strategic planning and program development. Must be familiar with computer-automated systems, record management and data base systems.

Knowledge

Knowledge of and experience with construction inspection, Americans with Disabilities Act (ADA) and Life Safety Codes, VOSHA, Agency of Natural Resources regulations. Diverse knowledge in many, if not all, of the various trade support areas, custodial, HVAC, carpentry, roofing, painting, plumbing, electrical, fleet and equipment maintenance, landscaping, horticulture, forestry, excavation and waste management required.

Demonstrated leadership in implementing change, fostering a high level of teamwork and customer service and technological advancement. Ability to address and make decisions while adhering to policies. Maintain a valid driver’s license. Must be willing to work other than normal working hours and be willing to respond (if available) to emergency and service calls which occur outside of normal working hours. Must be able to serve as “Manager on Call” according to a rotational schedule. Must be a self-starter, able to work effectively in a fast paced, dynamic environment with frequently changing priorities, handle multiple tasks concurrently, attend to details, and meet deadlines.
