Primary Purpose

Manages the Central Heating Plant maintenance and operation and the distribution of steam and electricity.

Responsibilities

Works cooperatively with others and accepts direction from supervisors.

Human Resources

*Hires, supervises, trains, and evaluates approximately 5 hourly staff who maintain and operate the Central Heating Plant. Maintains employee records. Establishes appropriate staff levels.

*Promotes organizational teamwork, participative management, customer service and collaborative problem solving.

*Manages the logistics required of the above operations. Develops and implements scheduling to insure shift coverage and delivery of services to customers on a timely basis.

*Communicates effectively and appropriately, verbally and in writing, with individuals of extremely diverse backgrounds. Able to listen and consider the views of others.

*In collaboration with College Safety Officer, assists in the delivery of a wide variety of safety programs and initiatives. Ensures compliance with applicable local, state and federal codes.

*Establishes and implements staff training programs.

Operations

*Administers and monitors all functions of the Central Heating Plant and the associated steam and electrical distribution systems.

*Establishes equipment operation procedures and schedules and ensures that data and equipment logs are maintained for regulatory reporting requirements.

*Prepares engineer design and layout for building equipment repairs, replacement and small renovation projects.

*Provides technical support for electrical and mechanical maintenance trade groups.

*Maintains and operates building heating and electrical use levels.

*Inspects campus facilities, prepares work orders, schedules contracted services for construction, renovation, and maintenance activities, coordinates work projects, coordinates operations with other departments, inspects completed projects.

*Prepares project recommendations, designs, cost estimates for construction, renovation and maintenance projects.

*Procures materials and equipment from vendors as required.

*Ensures compliance and reporting with regulatory agencies.

Serves on selected College committees.

Assists other members of management team as requested.

Performs other duties as assigned to assist the department in obtaining and maintaining its mission.

Education & Training

Bachelor of Science degree in Electrical Engineering. Diverse electrical background required. Power Plant experience desirable. Registration as a Professional Engineer or advanced training desirable.

Experience

5-10 years of experience with electrical systems preferably in a large multi-building setting.

Knowledge

Familiarity with pertinent state and federal regulations and building codes, including life safety codes, VOSHA, Agency of Natural Resources - Air Pollution Control. Diverse knowledge of many trade areas including: electrical, mechanical, plumbing, pipe fitting and controls technology. Thorough understanding of steam generation and electrical co-generation. Must be familiar with computer-based automated systems, record management and database systems.

Ability to address and make decisions while adhering to policies. Maintain a valid driver’s license. Must be willing to work other than normal working hours and be willing to respond (if available) to emergency and service calls which occur outside of normal working hours. Must be able to serve as “Manager on Call” according to a rotational schedule. Must be a self-starter, able to work well under pressure, handle multiple tasks concurrently, attend to details and meet deadlines. Ability to systematically analyze and troubleshoot problems.
