Primary Purpose

Leads and manages the College's human resources department in supporting the values, goals and mission of the institution. Facilitates the achievement of institutional goals by providing HR expertise and support tocampus constituencies and advises executive administration regarding human resource issues that affect general institutional planning and administration.

Responsibilities

Works cooperatively with others and accepts direction from supervisors.

Develops sound and relevant HR policies and programs that support the values, goals and the mission of the College; and effectively communicates these policies and programs to the community. 

Provides HR expertise and support to department/division heads to assist their attainment of departmental goals. 

Advises executive administration regarding HR issues that affect general institutional planning and administration; serves as a strategic partner; with executive administration in this regard.

Fosters atmosphere of partnership with and among the department's constituencies: staff, faculty, department heads and administration.

Plans, designs and manages the structure of the Human Resources department, and sets priorities for delivering services effectively.

Manages the operations of the Human Resources department, including: employment and staffing, employee relations, salary and benefits administration, HR policy development,  EEO, compliance with state and federal employment laws; staff training and development, staff performance management, and human resource information systems (HRIS).

Oversee management of Student Employment function.

Advises and monitors the College's employment practices with regard to advancing diversity and preventing discrimination.

Develops and oversees human resource planning models to identify competency and knowledge gaps, and develops specific programs to fill these gaps.

Chairs the Staff Resources Council and the approval process for staff position requests.

Education & Training

Masters degree or advanced degree required, preferably in business, human resource management, higher education administration, or a related field.

Experience

Required: 

8-10 years experience in human resources management, with a minimum of 5 years at the senior management level.

Preferred: 

Director or senior management level position in HR in at least two organizations. Experience in a higher education institution, or an institution of similar complexity re: shared governance and varied constituencies.

Knowledge

Full knowledge of all areas of human resources management.

Full knowledge of employment-related laws, state and federal regulations, and HR legal compliance requirements.

Knowledge of human resource information systems (HRIS) management. 

Knowledge of the principles of shared governance in institutions of higher education.

Reports to the Executive Vice President for Administration and Treasurer, and leads an HR department staff of 12 people.
