Primary Purpose

The Manager of Administrative Systems will work with other leaders in the Systems and Infrastructure area, and leads staff to provide the College community with secure core administrative systems and applications, application and programming development, software installation and support, systems and data administration, and integration and implementation services. The manager will apply his/her individual skills, expertise and knowledge of applications development, maintenance and deployment of enterprise software, database architecture, systems infrastructure, security, business processes and workflows, and IT administration as needed in order to help the area achieve its objectives. This position will have responsibility for managing and supporting these administrative systems to enable strategic and operational goals of the College to be met and for setting directions for the future.

Responsibilities

Works cooperatively with others and accepts direction from supervisors.

Primary Responsibilities:

Provide systems administration, maintenance, and support for core business systems, including planning and applying enterprise software upgrades, developing modifications and programming interfaces to meet business needs, securing the proper use of data, maintaining accurate data, and effectively using the resources, tools, and technology available to meet strategic and operational goals.

Provide installation, integration, implementation, and support services for administrative systems that are currently in production; also has responsibility for testing and promoting new functionality into production.

Supports workgroup in planning, designing, developing, and implementing major enhancements and upgrades to existing applications; this work is generally organized as distinct projects but includes ongoing maintenance required for adaptation to changing technology and new or evolving business requirements.

Provide database administration services as well as technical services related to application delivery, including technical and developmental assistance for end user and institutional reporting; this includes providing assistance, planning, and support for technical services provided by external sources to the College.

Provide expertise in system and process analysis, application development and design, programming standards and policies, system implementation and support, security design and data stewardship, and successful and strategic operations.

Liaison with administrative departments to maximize the effectiveness and accuracy of information systems and support efforts to comply with important federal regulations. This may include project planning, training and implementation activities, as well as involvement with functional areas to collectively manage interdependent business processes.

Provide direct supervision, resolution of personnel matters, and communication of LIS and College policies to workgroup.

Assist with LIS wide projects, initiatives, and programs directly or by assigning relevant staff to be resources for these activities.

Work as a member of the broader LIS management team to assist with strategic planning and operations, provide leadership for specific initiatives, and assist with activities related to budgeting and assessment.

Assist the Area Director of Systems and Infrastructure to enable LIS to obtain and maintain its mission.

Performs other duties as assigned.

Education & Training

Bachelor’s degree or an equivalent combination of degree and experience.

Experience

5+ years experience with systems administration, application development and maintenance, and business systems software implementation and integration. Effective analytical and troubleshooting skills required. Good leadership, creativity, and communication skills a must. Ability to manage critical business needs, complex databases, and connected systems environments required. Experience in an information services environment, including responsibility for supervision, operations, and planning activities desired.

Knowledge

Knowledge of PL/SQL programming, AIX systems administration, Oracle database administration, and shell programming. Requires knowledge of UNIX, Linux, Windows Active Directory, Novell system administration, Oracle enterprise software, SQLPlus, developer tools, Pro C, Cobol, and Perl used to operate and maintain administrative systems infrastructure. Requires working knowledge of systems architecture, operating systems, file systems, database architecture, programming and application development, database security, networking, web technology, backup and recovery, LDAP, technical support, troubleshooting, and systems maintenance. General and broad expertise and understanding in the field of information technology, project management, and leadership.

Strong analytical skills and strong organizational skills. Ability to learn quickly and successfully adapt skill set as technology evolves. Strong technical and procedural writing skills. Ability to work collaboratively in a team environment and interact professionally with all levels of the College community. Professional experience providing customer service and technical support in business systems environments required. Previous budget experience helpful.
