Senior Fellow Dr. Jonathan Tucker of the Monterey Institute’s James Martin Center for Nonproliferation Studies authored the lead article in the recently-published March 2009 issue of Arms Control Today.  Dr. Tucker’s article focuses on "The Smallpox Destruction Debate: Could a Grand Bargain Settle the Issue?Arms Control Today, the monthly journal of the Arms Control Association, is a national organization dedicated since 1971 to promoting public understanding of and support for effective arms control policies.
