Halper, a native of Minnesota, moved to Israel about 30 years ago. The organization he directs, the Israeli Committee Against House Demolition, is a group of Israelis engaged in non-violent protest against the Israeli occupation of the Palestinian territories. The committee works with Palestinians in the occupied territories to rebuild Palestinian homes demolished by the Israeli army to make way for Jewish settlements, roads and other settlement projects. Representatives of the committee have been asked to testify before the United Nations Human Rights Commission. Halper is also an authority on land use policies throughout Israel and the occupied territories.
