Emergency Situations

For life threatening emergencies, call 911.

In the event of an emergency, the College will use Emergency Notification Systems (ENS) to provide timely information and updates for students, parents, faculty, staff, and other members of the campus community.

The College’s Emergency Operations Plan is supported by two emergency teams:

Crisis Management Team

The Crisis Management Team (CMT) is composed of senior administrators responsible for executive-level decision making regarding emergencies. 

The CMT reports to the president or designee during emergencies and

  • Focuses on the impact to the institution;
  • Provides direction in implementing policies;
  • Oversees and supports the Emergency Management Team;
  • Informs stakeholders and College community members through notifications and updates.

Emergency Management Team

The Emergency Management Team (EMT) is composed of college employees responsible for operational management during emergencies. Team members are trained in emergency preparedness and response using the Incident Command System (ICS). This team reports to the CMT during emergencies and

  • Supports the incident commander;
  • Establishes the incident command structure as appropriate for the incident;
  • Gathers, confirms, and evaluates incident information;
  • Develops strategies using an action plan;
  • Identifies and allocates resources.

Team Training and Exercises

The Crisis Management Team, and the Emergency Management Team meet regularly and participate in training and exercises to support this plan. 

Minimum Requirement

All team members must successfully complete the online course IS-100c: Introduction to the Incident Command System.

Tabletop Exercises and Drills

Enactment of critical incidents and emergencies are conducted for the purpose of testing the following:

  • Utility of the Emergency Operations Plan
  • Preparedness and skills of team members
  • Coordination with external entities
  • Knowledge, acquisition, and deployment of resources

Frequency

The trainings will be scheduled at the discretion of the team chairs, but will occur at least annually. 

Trainings will, when practicable, include first responders and other external agencies to test the College’s plan and its compatibility with local, regional, and state plans.

Threat Assessment and Management Team

Middlebury is committed to maintaining a safe and secure campus and workplace environment. As part of this commitment, Middlebury has established a Threat Assessment and Management Team (“TAM Team”), which is empowered to assess risk and formulate an appropriate response in situations where an individual’s behavior and/or statements generate concern that he or she may present a threat to health or safety of others. The TAM Team seeks to mitigate potential risks before they result in harm. 

The Threat Assessment and Management Team structure and management includes regular meetings to discuss cases and implement action plans and follow up strategies. This team is comprised of College employees trained in Behavioral Threat Assessment and Management. The TAM team may assist and support the Emergency Management Team when the emergency involves a community member who is a danger to themself or others.

Reporting Potential Threats

Anyone who believes that an individual has committed or may commit an act of violence, or otherwise may pose a threat to the health or safety of any member of the Middlebury community should call the Department of Public Safety immediately at 802.443.5911 at Middlebury College or Campus Security at 831-647-4153 at the Middlebury Institute. Members of the Middlebury, Vermont community are also welcome to use this online reporting form (anonymous option available). In case of an emergency, please dial 911.
