Welcome to Middlebury College’s and the Middlebury Institute of International Studies at Monterey's Procurement Card Program. The Procurement Card Program provides an efficient and effective method of purchasing and paying for goods and services. Procurement Cards are issued to individuals who place orders on behalf of the College and Institute and/or individuals who travel on College / Institute business.


PaymentNet has been upgraded as of June 17, 2013. This includes a new URL and changes to the log-in process. The program is not currently compatible with Internet Explorer 9.0. Please use Mozilla Firefox, IE 7.0, 8.0 or change the compatibility mode on IE 9 to adapt to the new site.

How to Receive a P-Card:
An individual can be issued a procurement card upon completing and signing the P-Card ApplicationP-Card Application form, reading the Procurement Card PolicyProcurement Card Policy, and attending a Procurement Card Training Session which includes Instructions on how to use Payment Net, JP Morgan's online tool to review and approve transactions and run transaction reports. Some users with many transactions like to use a P-Card Transaction LogP-Card Transaction Log.

Here is a listing of the P-Card Benefits PackageP-Card Benefits Package that lists the Travel & Emergency Assistance and the Auto Rental Collision Damage Waiver Program when the flight/car rentals have been paid with the p-card.

Paying a Business Cell Phone with the P-Card:
It is mandatory for a procurement card (p-card) holder to charge their business phone payments to their p-card.
The transaction notes should include the affirmation that 90% of phone usage was for business use.

If an employee has a family phone plan then the employee will only be able to charge on the p-card the business portion of the plan and not the entire amount of the phone bill. Providers like Verizon can set it up so that a fixed amount is charged monthly to the p-card and the remaining amount is charged to another personal credit card.

An employee’s supervisor is responsible to approve all p-card charges and ensure the phone charge is of a valid business purpose.

Payments made on behalf of Students:
If you pay with your p-card expenses on behalf of a student, the Tax Office needs to receive a copy of the receipt with the ID and name of student and the purpose of the payment, e.g., plane ticket to conference. Middlebury is required to report these payments on IRS Form 1098-T (Tuition Statement) as financial aid.

Payments to Foreign Nationals or Corporations:
- Do not pay foreign nationals for services provided in the U.S. via p-card until you contacted the Tax Office. Foreign nationals might have to be taxed on their payment and need to fill out special tax forms.
- Do not pay foreign companies via p-card if the payment is for royalties, copyright, rights. Again, the Tax Office might have to tax the company and they have to fill out a special tax form.
