This Executive Order outlines the federal government’s system of consulting with state and local governments on its decisions involving grants, other forms of financial assistance, and direct development.

States may design their own review processes and select the federal activities they wish to review. In states that have established such systems, grant applicants must meet the requirements of the intergovernmental consultation process before federal agencies take action on their applications.

Currently, Vermont does not require this process.

On federal grant applications, the Standard Form 424 (SF 424) includes the question “Is application subject to review by State Executive Order 12372 process?” For grant applications at Middlebury, this box can be checked “No.”
