The foundation of the compensation program is a pay grade structure with market-based ranges.  Each year a market review will be conducted to ensure that the ranges remain competitive to the defined market. As necessary, at the beginning of the fiscal year, the ranges will be adjusted and roles may also be moved into new grades should their individual market comparison vary considerably from overall market trends.  As roles change or new roles are created they will be considered for addition to the budget twice a year, in January and July.
