David Adkins, PhD is a C-level technology executive who has led technology operations, infrastructure support services, customer service organizations and cross-functional groups in various organizations. He has held the roles of chief information officer, chief technology officer, and director of information technology and was most recently a professor of cybersecurity and director of the undergraduate cybersecurity program at the University of Albany. He enjoys teaching and focuses on preparing students for careers in technology and cybersecurity.
David was formerly the Chief Information Officer (CIO) for the New York State Energy Research and Development Authority (NYSERDA) and served as a key leader responsible for implementing and securing technology systems. Prior to this, he was part of the New York State CIO’s executive team directing end user services for over 120,000 members of the state workforce and oversaw WebNY, a division supporting over 160 websites across New York State.
Before state service, he was the chief technology officer for the 75,000-member New York State Bar Association (NYSBA) and was the director of information technology for New York State United Teachers (NYSUT). He is the chairman of the board for Council Services Plus, an insurance brokerage for non-profits and board president of Xtramath, a nonprofit organization that provides a supplemental math program for students in grades K-8. David has taught at the University of Maryland Global Campus, University of Dayton, Siena College, Rennselaer Polytechnic Institute (RPI) and SUNY Albany and has been teaching online courses in cybersecurity and technology since 2010.
Areas of Interest
David is interested in social network analysis for exploring online social networks, including terrorist groups and nation-state cyber attacks. He often presents at conferences on cybersecurity issues, including critical infrastructure, energy grid security, and organizational cyber risk. David’s dissertation involved studying online Communities of Practice, and he enjoys applying this research to his online classes. He continues to consult with various organizations on information technology management and cybersecurity.
